The president received it at the end of August.
The Commission has recommended that government increase its expenditure on higher education and training to at least 1 percent of the GDP.
Zuma established the Fees Commission to explore the feasibility of free higher education.
The president has also denied claims he planned to announce free education during the State of the Nation Address in February, but was stopped by Treasury.
